Troubleshooting steps:
1. Verify in the Outlook user image is updated or not.
2. Verify in the M365 admin Center user image is updated or not.

3. Verify whether in Azure Active Directory (AAD) user image is updated or not.

4. Verify in Teams admin Center --> User --> user image updated or not.
https://admin.teams.microsoft.com/dashboard
5. If all locations' user images/photos not showing inform the to user upload the photo again.
